About Phil

Currently serving his first term in the Minnesota House of Representatives, State Representative Phil Sterner brings a wealth of experience in local government and community volunteerism to the State Capitol.

Phil ran for the Legislature after one term on the Rosemount City Council. He also served on that city’s Parks and Recreation Commission and the Cedar Corridor Transportation Improvement Group. A 40-year resident of the community and owner of the oldest insurance agency in Apple Valley, Phil is a member and ambassador of the Apple Valley Chamber of Commerce and chairs the Minnesota Valley Humane Society Capital Campaign Committee.

Phil has led local Boy Scout and Girl Scout troops, coached RAAA youth athletic program, served 3 terms as the Rosemount Elementary School site council president and was a member of his church parish council.

Independent

With one of the most independent voting records in the Legislature, Phil has made working across party lines his signature. He knows people in his district don’t care where good ideas come from, they just want the people that represent them to get things done.

That’s just what Phil’s done – authoring bipartisan bills to make our business climate stronger, our lakes cleaner and expand support for our veterans and military members.

Effective

One of the Legislature’s most effective new members, Phil has worked across party lines to get things done for our district and our state. Among his many accomplishments, Phil authored new laws that:

  • Create new, permanent jobs in Apple Valley and improve Minnesota’s business climate
  • Expand and improve the Minnesota Zoo and bring more tourism revenue to Dakota County
  • Improve local lake water quality, including Long Lake in Apple Valley
  • Protect against the risk of shaken baby syndrome
  • Offer better chemical dependency and financial counseling to returning veterans
  • Expand educational benefits for military members and their families
  • Protect consumers from unscrupulous roofing contractors and keep homeowners insurance rates down

Working for you

Phil graduated from Apple Valley High School, and following his graduation, devoted himself to improving and serving the community he loves. Making Rosemount home for him and his family since 1985, Phil’s passion for public service has benefited our community for decades.

That commitment to serve continues in the Minnesota House, where he serves as the Vice-Chair of the House Local Government Division. This important role allows Phil to make the most of his experience as a former member of the Rosemount City Council and to help forge effective partnerships between state and local governments.

He also serves as a member of the State and Local Government Operations Reform, Technology & Elections Committee and the Environment Policy and Oversight Committee. Phil’s highest priority is to listen to residents in our district and to keep working to keep Rosemount, Apple Valley and Minnesota a great place to live, work and raise a family.
